CEM REPORT, AGROFOOD | Nigeria’s quest for food security takes a major leap forward with a groundbreaking initiative. Nigeria’s Incentive-Based Risk Sharing System for Agricultural Lending Plc (NIRSAL) and Jigawa State have joined forces to revolutionize wheat production in the region.
This strategic partnership, aligned with the Federal Government’s vision for self-sufficiency, promises to not only boost wheat yields but also empower farmers and pave the way for a more resilient food system.
NIRSAL Holistic Approach
At the heart of this initiative lies a comprehensive training program designed to equip both extension agents and farmer cluster leaders with the necessary knowledge and skills. The first phase, held in four emirates across Jigawa State, saw 355 extension agents and 706 farmer cluster leaders actively participating. These trained individuals will then act as knowledge conduits, disseminating the acquired wisdom to their respective clusters, ensuring a ripple effect of empowerment.
Abbas Umar Masanawa, the Managing Director/CEO of NIRSAL Plc, emphasizes the significance of this capacity building, stating, “We are contributing our expertise by preparing these extension agents and farmers to make a success out of this collective endeavour for Jigawa’s and Nigeria’s sakes.” This commitment extends beyond mere training, as Masanawa pledges continued support through “database building, innovation and more.”
NIRSAL Proactive Measures
The training program delves into crucial aspects like group dynamics, fostering collaboration and unity among farmers. The geo-cooperative approach, where farmers come together based on geographical proximity and shared goals, is a key feature. This not only simplifies resource sharing but also strengthens the foundation for collective success.
Effective produce aggregation is another vital lesson imparted. Ibrahim Suleiman, leader of the NIRSAL trainer delegation, rightly points out, “Optimal value capture at the farm level is fundamental to obtaining and repaying loans.” By mastering aggregation techniques, farmers can maximize profits, ensure loan repayments, and contribute to the project’s financial sustainability.
Promising Outcomes
Recognizing the potential challenges, the training program equips participants with knowledge of early warning systems. These proactive measures enable timely identification and mitigation of any issues that could derail the project’s progress, safeguarding the collective investment.

NIRSAL has strategically partnered with key stakeholders to create a robust ecosystem for success. The African Development Bank provides financial backing, while Flour Mills of Nigeria Plc and Super Agro Dealers contribute by ensuring timely access to essential inputs. This collaborative approach leverages diverse expertise and resources, maximizing the impact of the initiative.
A Brighter Future Beckons
Nigeria, Africa’s most populous nation, has long grappled with the challenge of food security. Wheat, a staple food for millions, is heavily reliant on imports, draining valuable foreign exchange reserves and leaving the country vulnerable to global market fluctuations.
This initiative marks a significant step towards a wheat-secure Nigeria. By empowering farmers, promoting best practices, and fostering collaboration, NIRSAL and Jigawa State are sowing the seeds of a brighter future. This is not just about wheat production; it is about building a self-sufficient nation, one fertile field at a time.
The Jigawa Wheat Project holds immense potential to transform Nigeria’s wheat landscape. By empowering farmers, enhancing yields, and strengthening the agricultural value chain, this initiative contributes directly to national food security. The comprehensive training program, strategic partnerships, and proactive approach adopted by NIRSAL and Jigawa State serve as a model for other regions and agricultural endeavours. This collaborative effort signifies a commitment to a wheat-secure future, paving the way for a more food-independent and economically vibrant Nigeria
