Air Peace Faces Slot Allocation Hurdles at London Heathrow

Air Peace, Nigeria’s largest carrier, is facing significant hurdles in its bid to secure coveted slots at London Heathrow Airport, one of the world’s busiest aviation hubs. The UK Department for Transport (DfT) has outlined a series of stringent conditions that the airline must meet to gain access to the airport’s limited capacity.

In a letter dated September 5, 2024, DfT Secretary of State Louise Haigh informed Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, that the department is not directly responsible for allocating slots to foreign airlines. Instead, this responsibility lies with Airports Coordinator Limited (ACL), the independent slot coordinator for London Heathrow.

Strict Slot Allocation Process

Haigh emphasized that all foreign and domestic airlines seeking slots at coordinated UK airports must apply to ACL, adhering to globally recognized guidelines and processes, including the Worldwide Airport Slot Guidelines. ACL is legally obligated to act in a neutral, transparent, and non-discriminatory manner, prioritizing a competitive and independent market.

The DfT clarified that it has no authority to intervene in ACL’s slot allocation decisions or to direct the coordinator to allocate specific slots. Instead, the department encourages Air Peace to engage directly with ACL to explore options for acquiring ad-hoc and historic slots at UK coordinated airports.

Capacity Constraints and Late Slot Requests

The letter highlighted that Air Peace’s late requests for slots for the Summer 2024 and Winter 2024/2025 seasons, which were submitted after the coordination process had concluded, further complicated the situation.

London Heathrow, like many other major airports, is grappling with capacity constraints, particularly runway capacity and air traffic movement limits. These limitations put significant downward pressure on the number of available slots in each operating season.

For the Summer 2024 season, a total of 290,580 slots were available, but the demand from various carriers reached 319,721, resulting in a shortfall of 29,141 slots. These unfulfilled requests have been placed on a waitlist, with the possibility of receiving slots returned to the pool.

Alternative Options

Given the challenges in securing slots at Heathrow, Air Peace has three primary options:

Join the Waitlist: The airline can join the waitlist for potential slot availability, but this is uncertain and may take considerable time.

Choose Another Airport: Air Peace could consider operating flights to other UK airports, such as Gatwick, which offers good connectivity to London and other destinations.

Acquire Slots Through Trading: The airline may explore the possibility of acquiring slots through commercial arrangements or trading with other carriers.

Impact on Air Peace’s Operations

The difficulties in securing slots at London Heathrow could potentially impact Air Peace’s expansion plans and its ability to offer direct flights to the UK capital. The airline will need to carefully assess its options and make strategic decisions to mitigate the challenges posed by limited slot availability.

Air Peace’s ability to establish a strong presence at Heathrow Airport will depend on its ability to navigate the complex slot allocation process and adapt to the evolving aviation landscape. The airline will need to work closely with the UK authorities and the independent slot coordinator to secure the necessary slots for its operations.

As the global aviation industry continues to recover from the pandemic, competition for airport slots remains intense, especially at major hubs like London Heathrow. Air Peace, like many other airlines, will need to adapt to these challenges and explore innovative solutions to ensure continued growth and connectivity.
