Nigeria’s Senate has taken a significant step towards revamping the country’s National Identity Management System with the passage of a bill.
The Bill titled “A Bill to repeal and reenact the National Identity Management Bill, 2027” seeks to establish a new regulatory framework for the National Identity Management Commission (NIMC). A key objective of the proposed legislation is to broaden the eligibility criteria for obtaining a National Identification Number (NIN) under the Nigeria ID System. This aims to achieve inclusivity and ensure universal coverage.
Senator Cyril Fasuyi, representing Ekiti North, who led the debate on the Bill during the Senate plenary, highlighted the importance of a robust identity management system for national development. He emphasized, “a robust identity management system forms the foundation for national security and an effective identity management system.”
The Bill proposes a more streamlined registration process, allowing all residents in Nigeria to obtain a NIN and utilize it as a recognized form of identification. This is expected to reduce bureaucratic hurdles and enhance the overall reliability of the system.
Addressing Concerns and Strengthening Enforcement
The current National Identity Management Act has faced criticism for criminalizing the non-use of NIN. The proposed Bill seeks to address this by replacing criminal penalties with administrative enforcement measures. This shift aims to eliminate undue legal burdens on individuals.
Another crucial aspect of the Bill is the focus on data protection. The legislation proposes robust data protection measures to safeguard the privacy and confidentiality of individuals’ data. While Nigeria has met the two of the three requirements for the disbursement of funds, the final hurdle lies with the National Assembly, amending the NIMC Act to create a more inclusive and non-discriminatory legal framework is pending.

The passage of the National Identity Management Bill, 2027 through its second reading marks a significant step forward. However, the bill must still navigate through further legislative processes, including committee review and potential amendments, before becoming law.
