CEM REPORT, ECONOMY| Nigeria and Japan have embarked on a strategic partnership aimed at fostering significant advancements in Nigeria’s agricultural and healthcare sectors. The signing of a Memorandum of Understanding (MoU) signifies a new chapter in the longstanding collaboration between the two nations.
Atiku Bagudu, Minister of Budget and Economic Planning, who represented Nigeria at the MoU signing in Abuja, acknowledged Japan’s preeminence in the field of agriculture, particularly in rice seed production and related technologies.
Bagudu emphasized, “Japan’s extensive experience in supporting smallholder farmers to maximize land productivity represents invaluable knowledge for Nigeria. This expertise will be instrumental as we strive to empower our family-based farmers across the nation.”
Addressing Food Security Challenges
As Africa’s most populous country, Nigeria faces considerable challenges in ensuring food security for its burgeoning population. Rice, a staple food for many Nigerians, presents a specific concern. While Nigeria holds the title of Africa’s largest rice producer, according to the International Rice Research Institute (IRRI), the nation still relies on imports to meet domestic demand.
The MoU represents a strategic approach to address this crucial issue. Through collaboration with Japan, a global leader in rice production technology, Nigeria seeks to significantly enhance domestic rice seed production, ultimately reducing reliance on imports. This will not only bolster food security but also potentially open doors for future export opportunities.

Senator Bagudu highlighted the critical role of proper seed preservation, acknowledging Japan’s expertise in agricultural technology and mechanization. Matsunaga Kazuyoshi, representing the Japanese government, reaffirmed Japan’s unwavering commitment to partnering with Nigeria. He emphasized the long-standing history of collaboration between the two nations, spanning various sectors. Ambassador Kazuyoshi highlighted the MoU signing as a testament to their shared dedication to improving the lives of citizens in both countries.
Speaking on Japan’s contributions, Kazuyoshi pointed to their support in combatting infectious diseases. He highlighted the establishment of cutting-edge biosafety laboratories within the NCDC as a prime example.
