CEM REPORT, SECURITY| Lagos State has taken a significant leap forward in protecting its digital domain with the launch of a state-of-the-art Cybersecurity Operations Centre (CSOC). This pioneering initiative positions Lagos as the first sub-national entity in Nigeria to establish such a facility, reflecting the state’s growing importance as a major tech hub and financial center.
According to Olatunbosun Alake, the Commissioner for Science, Innovation and Technology, the CSOC will serve as the central hub for monitoring, detecting, and swiftly responding to cyber threats in real-time. This proactive approach is crucial in today’s digital age, where cyberattacks are becoming increasingly sophisticated and pose a significant risk to critical infrastructure, businesses, and individuals.
“The centre will employ advanced technologies and a team of cybersecurity experts to ensure the state’s digital infrastructure is safeguarded against potential attacks,” said Alake.
This focus on cutting-edge technology and skilled personnel underscores the government’s commitment to building a robust defense system against cyber threats.
The establishment of the CSOC goes hand-in-hand with the creation of a dedicated cybersecurity council. Comprised of experts from both public and private sectors, this council will play a vital role in advising the government on cybersecurity strategies, policy development, training initiatives, and overall cyber defense planning.
Collaboration for Enhanced Security and Expertise
Recognizing the evolving nature of cyber threats, Lagos isn’t going it alone. The government is actively forging partnerships with leading cybersecurity firms and international organizations. These collaborations will provide the state with access to the latest cutting-edge technologies and expertise, further bolstering its capacity to defend against sophisticated cyberattacks.
Data Protection
Beyond cybersecurity, the Lagos State government is also taking concrete steps to safeguard citizen data privacy. A key initiative is the Data Protection Compliance Project. This project involves sensitization workshops for key government officials across various ministries and departments. Additionally, the establishment of 70 Data Protection Officers within different agencies demonstrates the government’s commitment to data governance best practices.
“The objectives of the data protection compliance project are to safeguard the rights of natural persons to data privacy and foster safe conduct for transactions involving the exchange of personal data,” explained Alake. This focus on data privacy not only empowers citizens but also fosters a more secure environment for businesses operating within the state.

MetroFibre and Safe City Projects
The establishment of the CSOC aligns with other state projects aimed at fostering a secure and technologically advanced environment. One such project is the MetroFibre initiative, which aims to lay down a robust fiber optic network across the state.
“The MetroFibre project seeks to achieve a 24-hour driven economy that would allow companies to operate in a safe and secure environment,” stated Alake.
Phase I of the project has already seen the implementation of 2,700km of unified fiber ducts, with Phase II planned to add another 3,300km. This improved connectivity infrastructure will not only enhance security but also provide a foundation for economic growth and job creation.
Another key project, the Safe City initiative, involves the deployment of intelligent video cameras at strategic locations across Lagos. This initiative, implemented in phases, aims to create a “digitised 24/7 city” that fosters a safer environment for businesses and residents.
Lagos at the Forefront of Cybersecurity
The establishment of the CSOC, coupled with the data protection initiatives and projects like MetroFibre and Safe City, paints a clear picture: Lagos is serious about cybersecurity and building a secure digital future for its citizens and businesses. As Nigeria’s commercial and technological hub, Lagos’ leadership in this domain will likely serve as a model for other states to emulate.
While Lagos takes a pioneering step at the state level, it’s important to note the existence of the Nigeria Computer Emergency Response Team (ngCERT) at the federal level. The ngCERT plays a crucial role in safeguarding the nation’s cyberspace by managing cyber threats, coordinating incident response, and issuing regular alerts on the latest threats and mitigation strategies.
